Finding the best Caregivers

At Rosy Homehealth Agency, LLC, we are committed to hiring caregivers who share our care philosophy and meet our rigorous ethical and professional standards. Our selection process is designed to ensure the safety and well-being of our clients are met at all times.

Our caregivers undergo an extensive background check that surpasses state regulatory requirements, including:

Strict Background Check Requirements.

To protect the health, safety, and welfare of individuals receiving services, the State of Ohio requires specific background checks for home health aides, direct support professionals (DSPs), and caregivers. These requirements apply to employees and, in many cases, independent providers working in home- and community-based settings.

1. Criminal Records Checks (BCI and FBI)

All home health aides and caregivers must complete the following prior to providing services:

  • Ohio Bureau of Criminal Investigation (BCI) Criminal Records Check
  • Federal Bureau of Investigation (FBI) Criminal Records Check

Fingerprinting must be completed through an approved electronic system (e.g., WebCheck). Results are sent directly to the employing agency or the appropriate Ohio registry.

Note: An FBI check is required if the individual has not lived continuously in Ohio for the previous five (5) years.

2. Sex Offender Registry Checks

Caregivers must be screened against:

  • Ohio Sex Offender Registry
  • National Sex Offender Public Website (NSOPW)

Individuals listed on these registries are prohibited from providing direct care services.

3. Abuse, Neglect, and Exploitation Registry Checks

Employers are required to verify that caregivers are not listed on applicable abuse or neglect registries, including:

  • Ohio Child Welfare Database (SACWIS), when services involve or may involve minors
  • Adult Protective Services–related registries, when applicable

4. Exclusion and Sanctions Checks

Agencies must ensure caregivers are not excluded from participation in federally or state-funded healthcare programs by checking:

  • Ohio Medicaid Exclusion Lists
  • Federal Office of Inspector General (OIG) Exclusion List
  • Any other applicable state or federal sanction databases

5. Disqualifying Offenses

Ohio law identifies certain disqualifying criminal offenses that prohibit individuals from working as home health aides or caregivers. These include, but are not limited to:

  • Abuse, neglect, or exploitation of a child or vulnerable adult
  • Violent offenses (e.g., homicide, assault, kidnapping)
  • Sexual offenses
  • Certain financial crimes involving fraud or theft

Agencies are legally prohibited from hiring or retaining individuals with disqualifying convictions unless a statutory exception applies.

6. Timing and Renewal of Background Checks

  • Initial checks must be completed before hire or assignment
  • Renewal criminal background checks are required every five (5) years
  • If a caregiver has a break in service of more than 180 days, new background checks may be required prior to resuming duties

Additionally, each caregiver must participate in a minimum of 15 hours of continuing education and training annually.
